Fitting Scabbard Lockets

Not sure if this is the right place to ask but does anyone know how you fit this type of scabbard locket properly? I have been bending the pins out on ones I have fitted before but I am not convinced this is the correct way to fit them.

rivet over with a washer?

Thats what i was suddenly thinking. it would make more sense to do it like that.

Looks to me like you put a metal plate on the back and rivit over the 'tines' onto it (effectively making it a big washer).

Would this be on a wooden core, covered in leather? If so, does that mean you have to do all the peening before you assemble the core (meaning it's sticking through the unstitched leather cover and half of the wooden core)?

Or just on a stiffened leather scabbard, in which case it's a piece of p*ss.

I only usually put them onto stiff leather scabbards and sheaths.
