What other fabric instead of wool could be used for making breeches in the 17th century (for a plain style puritan costume)?

First point is there is no such thing as "plain style puritan costume", it is a modern fictious label which does not represent anything at the time.
Dependant of the status of the individual breeches can be made out of linen, fustian, leather, silk and wool.
Wool covers a multitude of types of cloth it is not just one fabric, broadcloth, kersey, scarlet, cotton, baize are all different types of woollen cloth

Thank you for your message, it helps alot. Can I just ask would a navy colour be alright to use for that time period?

Someone like Sally would be better placed to advise you on the technicalities of a navy colour cloth. It would exist in this time frame
Why are you thinking of navy though? If you are following the "Puritan role model (which is a faith range as broad as the Anglican Church today is), then very few people wore sombre colours because of religious beliefs - certainly in this time frame.
Navy Blue usually is a woad dye - Sally will doubt corrct in due course. A cheap dye and perilously close to the range of servants blues. That is something with any concept of status would do their level best to avoid.
Is it part of your museum project and what is the deemed status of their wearer?

Paintings of the period would seem to indicate that navy blue, as we understand it today, was not a common colour. Grey, many shades of brown/beige, black, some yellows and reds of course were all common. I would suggest you look at paintings before deciding on colour - Brueghel, although not English, is a good colour source. Also, for more high status, Van Dyck.

Thank you for your views on this. Yes it is part of the museum project that i'm doing.
I'm going to visit the museum this week for a chat about the costumes as things still seem a little vague. Blue was just a colour that was mentioned so i thought i would ask on here about it.
I also need to make a shirt which I want to do in linen but do i choose a lightweight linen or medium weight linen for this?
