The best place to contact would probably be the tourist information office in Tarbet on Harris. They would be able to put you in touch with one of the genuine weavers there for advice.

Contact your nearest Spinners, Weavers and Dyers Guild - they are also likely to run courses.

Well, I don't actually know... I was asking on behalf of a friend, and passed all the info on, but he's kinda dropped out of sight. As & when he pops up again, I'll ask him, 'cos I'm curious too!
