Looking for a quote

I'm trying to find the exact wording of a quote.

I always thought it was made by the Duke of Wellington, but as I can't find it on any quote site it could come from someone else.

The quote is on the subject of who the best people to defend a country are. It goes along the lines of (very roughly, the gist at least)

-The best people to defend a country are those who have a stake in it-

It's a reference to people who own property or are wealthy being more motivated to defend a country than those with nothing.

It could be thanks, definitely seems like one of those quotes that could have been said by a number of people at different times.

It is definitely a quote that could have been used by more than one person

I agree. I suspect the sentiment was common and said in many ways by many - it's just who history chooses to atribute a quote to is the one remembered
