A few points worth considering:

"High Medieval" refers roughly to the period AD 1000 to 1300, which is about 550 to 250 years before smoking tobacco arrived in Europe. I am not aware that "pipes" (for smoking, as opposed to pipes for channelling water) existed during that part of our history.

"Ice houses" first appeared in England around 1660, long after the medieval period.

It would be helpful to know something about this object - where is it now, where was it found, what is the context it was found in and has it been seen by academics/archaeologists/staff at museums? Who decided to describe it in the way you stated?
