Of the three illustrations to the Wikipedia article (not my favourite source but ...) on the Duchess of Richmond's Ball , this print, dating to 1818, is the most nearly contemporaneous and should give you a start on what would have been worn by British senior officers, http://upload.wikimedia.org/wi...

I have just typed 'black russian braid' into "a well known Internet auction site" and the first result was for 7mm braid, which seems to be what you need, at £2.25 a metre.
